Yep. Bad chip. It's acting as a bridge rectifier and turning that AC into full DC as if you put it on an analog track with full throttle.
You could send it to gmyers for a repair/upgrade, assuming it's just bad diodes or mosfets.
You could also send it back to Hornby and ask for a replacement, explaining just what you did above.
