the rated output wich is stamped on all the digital gubbins by scaley says 16v max.I have and do run at varying voltages from 11v-15v depending on motor type.
LMP cars are always run at 15v and i have never blown a chip in nearly 5 years or had a lc section pack up.It may be worth taking a voltage reading at the rails to see whats actually there.
If you dial in 15v at the psu you should see a reading of about 13.8 at the rails as the pb itself draws just over a volt.

agree with all sean but if you set psu at 13.8v you will only see 12.6 ish at the rails.So even running 15v from psu means a very safe 13.8v at the rails.....
That is what is read from my own track and the findings were backed up by rich when i asked about what the pb was drawing for itself....
