Making your own decals is quite easy
I made these decals for a Cobra

The hardest part is getting the circles perfect - I have tried compass like cutting tools etc but in the end I find being very careful and cutting with scissors gives the best result. As most of my roundels are 2cm or smaller I am tempted to get some tube and make a couple of stamps to cut the circles.
What I do with my roundels is make the boarder match the body colour so that if there is a little left over it blends well with the car. I also use some fine sandpaper to sand down the edges.
