I'm starting a new routed digital project using SSD, and I'm looking to buy a powerbase. Looking on EPay, I noticed that the prices range wildly from $119 to $174. Are there any differences that I need to be aware of, or are they all basically the same. I gather that the software on any of them can be upgraded, right? So, it shouldn't make a difference.

As far as I'm aware, there are no hardware differences, and therefore no reason for a price difference other than people's willingness to offer a deal, or reap profit.
You can upgrade any C7042 to the latest code.

Apart from the prototype units that some of the PB-Pro team have, all hardware is identical.
