Yes, the number of teeth matters in that the fewer teeth on a pinion, the more revolutions it must make to turn the crown (or spur) gear.
In other words, a pinion with 8 teeth must turn 3 times to turn a 24-tooth crown gear once.
Also of concern is the gear's "pitch". Though I couldn't tell you exactly what "pitch" means, you need to make sure that the pinion and crown (or spur) gears have the same pitch. This will ensure that they mesh properly.
