According to the Scaley catalogue, it's just a relivery of the FW23. It doesn't look incredibly different to the previous one, but has updated sponsor placement, driver numbers, a few blue bits which are now white and so on to match the 2003 car.
As for this year's car (FW26), I have to admit, I was rather fond of the 'tusked' version!
