I dunno Embs, in 2017 people were getting irrate at all the big brother monitoring, and the elected goverment had them all removed, one of the reasons they got into power !
Of course they failed to mention the satellites they had replaced them with

The satellites being in orbit suffered no damage from emp after the mushroom clouds hit the sky, and the monitoring bunkers were in underground emp shielded bunkers next to the politicians secret war bunkers.
I agree it needs some harsh lighting above ground, particulary in the city area.
