Unfortunately, there is no bootloader that replaced the app. What the bootloader does for the new (app ready) hardware is to put it into DFU mode. Once it has the right firmware, it should be able to connect to the bootloader for settings changes, but I think the latest bootloader is not fully up to date with the latest app ready firmware to change some of the newly added parameters. It's been a while since I connected an ARC controller to the bootloader, so I'm not sure what can be read/changed off the top of my head.
For things like this, you will need the Nordic DFU app (you don't need the whole "toolbox" app, they now have a DFU only app), if only for the initial firmware change to oXigen firmware.

So what is this then? You can only connect to it AFTER you connected with it once with the DFU app?
Following those instructions does not nothing. if anyone from the development team is reading this.

Their software and workflows are very confusing lately and not very well documented in my opinion. What's happened in the last few years I was away.

That only works after you've installed the O2 firmware into the ARC hand controller, which requires the DFU app.

I just tested by reverting a controller back to original Hornby ARC firmware, and it won't connect. I then loaded the latest O2 firmware for ARC controllers and it works as described.

Think about this in this way: the bootloader is for oXigen devices. As long as the arc controller has the scalex firmware in it, it is not an oxigen device.
I do agree that the bootloader/dfu/app workflows are rather confusing and not well documented.
There have been a lot of changes lately with the introductions of the SCP3, 2 chips, and several iterations of firmware/software.
Now there is the transition to oXigen 4.0 which is sucking up a lot of their resources: I think once this is done there will be a overhaul of the documentations to bring it up to scratch.
So if you have any problem, this forum is the best documentation that you can get..or ask chatgpt.

Thank you for the response. I wish they would provide this information somewhere, heck, provided it right on the dialog box for the reflash on Boot loader 3. I spent several hours trying to get that to work before finally returning all the controllers I had bought. Its fine, we can use the SCP's to race.

Would you be willing to tell us about your reluctance to use the DFU app? Is it a choice for some reason, or are none of your devices capable of running the app for some reason (no BLE, not enough memory, etc.)
It's not an especially complex process. No more than using the bootloader, honestly, and only needs to be done once. Have you seen the video I made showing the entire process?

hahaha, I doubt it knows how to use a SCP dials, speaking of, do you guys find the effect of the knobs are more noticeable on large tracks?
I think the effects are the same, but of course, the cars can travel a lot faster on larger tracks, which will emphasize certain aspects of the settings. Never mind the other differences such as rail/braid, surface treatment, etc.
