the option "A total of" adjust the fuel consumption and it's also available per car (the car consumption setting will overwrite the general option).

Pc Lap Counter convert throttle positions in quantity of fuel like this:
Fuel consumption = ( 1 / X ) * T
X = Value you set in the option 'a total of ....'
T = Total of throttle position sent by your hand controller during the lap

So for exemple if you set the option to 1000 and you have a total of throttle position of 3950 for one lap , the result will be: 3.95 L
(1 / 1000 ) * 3950 = 3.95 L
To know how much throttle position you got for one lap go in the oXigen interface of Pc Lap Counter activate 'show throttle data' and a window will display the throttle data.
Another way to ajust consumption for each car is to use the calibration functionnality.
You will find the complete explanation of the fuel management here

Yes it will , in fact in the options screen (tab page oXigen) you can specify the impact of the fuel on max power:
For example if you specify a fuel impact of 20% it mean that a car with 100L will have 80% of his max performance and a car with 40L will have 92% of his max performance.
The fuel impact option have no influence on "ghost" driver as there is no fuel management for "ghost" driver.
If you don't want to set the car performance against the fuel level then set the fuel impact option to 0 %.

All information on Pc Lap Counter and Oxigen available here: http://www.pclapcounter.be/slot_it_oxygen.html

In this video i set the fuel impact to 50% and i really feel the performance difference between full tank and half tank
