Play Race car sounds when the cars pass through a section of track

How do you setup a part of your track to play Race car sounds when the cars pass through? I saw a video of a track that had it but it didn't have a way to contact them.

That's a computer with race management. For SCX Digital, I think the only option is PC LapCounter.
