Don't know if its available in your part of the world but I have used Rust-O-leum flat black here in the states and it dries to exactly the same color as the Scaley black plastic.

hi
i used a standard black emulsion paint from local diy store.Got hold of the tester pots and it was great to use,some of the borders may have traces of mould release agent and the these ones need 2 coats to make it cover.

Still in place 3 years down the road.

I found that artist's acrylic paint, "carbon black" was a great match for my Carrera track. I brushed it on full strength, right from the bottle or tube.

Regardless of what you use, I'd suggest sanding the surface to be painted as the Scaley borders have quite a little sheen to them and I think you may want to rough it up a little to ensure the paint properly sticks to it.

The quickest way is to spray with Tamiya semi-gloss black (TS-29) - almost exactly the same as the plastic itself
