I did never had the problem you described, I think that the signal of the speed is not coming out of the SCP controller.
Have you set the dip switches of the digital cartridge correct switch 1 should be set to ON, check the manual?
Try to measure between pins 1 and 2, the voltage should vary when you move the trigger.
In general: know one thing, be carefull with the slot.it controller attached to your Ninco power base (PB)!
If you connect the controller in the wrong sequence than you risk to damage the lane change inputs of the PB.
The PB uses HCMOS ( high speed cmos) chips. If you put power to the slot.it controller prior than you put power on the PB a current will flow trough the HCMOS chip and it will destroy the chip.
I our club this happed three times. The first time slot.it did the exchange ( great service!).
The second time I replaced the SMD chip and placed a DIL package version.
The third time the swap was done in a minute thanks to the DIL package version.
