Suggestion for border height?

Do you want a wall and fence like at most tracks, or something different? If the former, take a look at the dimensions of the ones made by the vendors and go by that.

I have 100mm around my raceway. 60mm is a bit low. You don't say if your track is digital ir analogue. I went for 100mm because of the multi-car pile-ups common in digital racing and i don't think less than that would hold a rolling Transit van!
Even with 100mm I get the odd car vault over the top! But maybe only once per 100 races of 30 laps each.

Depends on the style of track; speed of cars; direction of travel (if they're on an uphill turn).
I don't actually have fences around my table or much of the track. The fences that are on the track a scenic. I've only ever really had one car launch off the table. That was in the hands of a smart-alec 14 year old and I've still no idea how he managed it.

I have about 120mm borders around my table to save the cars from hitting the concrete floor in the garage/shed. My 4 and 7 year old boys have never had a car hit the floor although my brother has had one hit the wall of the shed at speed.

35mm for barriers, 125mm for fences.
You need to check out visibility from the driver's position.
With some track layouts it's no problem but -
I've seen several tracks where the barrier height has had to be reduced on one or two corners so that the drivers can see the cars.
Some tracks use a transparent barriers on a corner where this is a particular problem.
As for height, at 5 or 6 cm cars going over the barriers are quite rare, but it can happen occasional.

I use plastic skirting. It comes on a large roll (about 3 feet across - because that's as much as it can bend and still spring back).
The skirting is only about 5mm thick. I mount it using the pop rivet trick - drill up into the bottom of the skirting and insert the thin end of the pop rivet (you can glue it in if you want) and drill holes in the base board to insert the think end of the pop rivet. It works a treat.

like many others I went for a soft wood surround - here. Up to 100mm / 4" is the norm but I went a little lower because that was the timber I had. It has been very effective in combination with track side barriers. One additional benefit of a surround is added structural strength especially if long enough to run across multiple baseboards.
