I have a Toshiba L300 laptop and its power supply is indeed 19v (3.95Amps). BUT I do remember its predecessor (another Toshiba) having a 15v PSU, now long gone I'm afraid.

Toshiba PSUs come in a variety of voltages.

No mains cable with it. But you may have one already. If not there's one on evilbay for under 3 quid. It's still about 20 quid cheaper than the Scalextric PSU.
